Current focus in PAR
The overall objectives are1:
- Further improvement of public administration operations and the quality of formulation of public policies in line with the European Principles of Public Administration
- Delivering high-quality services to citizens and businesses
- professional public administration, which will significantly contribute to economic stability and improvement of the standard of living.
Specific Objectives per area of PAR:
- Public Policy and Coordination
- Regulatory reform in the function of improving the business environment and decreasing the burden for citizens and the economy
- Strengthening capacities and use of instruments for quality planning and monitoring of the implementation of public policies and regulations
- Effective policy coordination
- Increasing the level of civil society, businesses and other stakeholder participation in early phases of public policy and regulation development and monitoring of the effects
- Human Resource Management
- An improved recruitment process in public administration
- An efficient career management system applied in practice
- A functional and innovative system of professional development and professional exams in public administration based on the analysis of needs for the improvement of staff competencies, knowledge, skills and abilities developed and applied
- Service Delivery
- Public administration provides services in an efficient and innovative manner matching the needs of end users and enhancing their user experience
- Accountability and Transparency
- Increased level of accountability and transparency at all levels of the government
- Public Financial Management
- Achieving a sustainable budget with a stable public debt to GDP ratio through better financial management and control, the audit process and linking budget planning to Government policies
- Local Self- Government System
- An established system of local self-government which enables the effective and sustainable exercise of citizens' rights to local self-government
