Transparency of Employee Numbers and Visualization of the Scope of Public Administration

Considering the significant public interest in the number of employees, the 44th Government is committed to addressing this issue transparently and openly. Recognizing that the analysis of employee numbers requires a multisectoral approach, the Ministry of Public Administration and the Ministry of Finance have recently paid special attention to this issue. This has resulted in numerous media releases, ongoing communication, and an open approach. However, despite these efforts, there seems to be a perception that the public is not sufficiently familiar with the methodology used to track the number of employees in public administration or the overall scope of public administration.
For this reason, it has been decided to implement an activity aimed at strengthening external communication on this issue through proper visualization, with a mandatory presentation of changes in the number of employees over time, which will include:
- Monitoring the number of employees at the central and local levels;
- Creating and launching an IT platform: https://www.gov.me/clanak/vizuelizacija-broja-zaposlenih-u-javnoj-upravi;
- Data entry;
- Promotion of activities.
The implementation of this activity has, for the first time, clearly and transparently presented all data on the number of employees in public administration, as well as the scope of public administration, in accordance with the Public Administration Reform Strategy 2022-2026.
Public administration includes:
- At the central level – state bodies, government agencies, public institutions, funds, institutes, and other budgetary units that are fully or predominantly financed from the Budget of Montenegro.
- At the local level – local government bodies, local administration and services, and public institutions.
Therefore, this number includes all public administration institutions funded by more than 50% from the Budget of Montenegro, while it does not include employees in public enterprises at the central and local levels.
