Methodology for awarding awards for excellence for employees in the public administration of Montenegro

The Day of Public Administration has been celebrated for several years, where the best civil servants are rewarded, but until now, Montenegro did not have clear criteria, categories or methodology for rewarding public administration officials. The main goal of the Award for Excellence in Public Employees the Administration of Montenegro should draw attention to the exceptional achievements of the public administration in project and program initiatives, but also in everyday work and the provision of public services.
This project is focused on reforming the reward system for civil servants in the public sector, with the aim of increasing transparency, regularity and objectivity in the recognition and development of the best civil servants. The primary problem addressed is the absence of clear criteria and transparency in rewarding prominent public officials.
To ensure equitable assessment across various profiles of public servants, new award categories were introduced. These categories include excellence in service delivery, accessibility of public administration, modernization efforts, youth empowerment, inclusion of vulnerable groups, combating climate change, fighting corruption, and demonstrating professionalism. The introduction of these categories has broadened the system's scope to encompass all levels of public administration, as defined by the public administration reform strategy, thereby fostering a more inclusive and effective reward system.
The methodology for rewarding excellence for employees in the public administration of Montenegro is a document that promotes transparency, fairness and inclusiveness, with clear and measurable selection criteria for rewarding employees in the public administration, aligned with the best international practices and adaptable to the specific context of Montenegro. The establishment of a new reward system has brought significant changes in the functioning of public administration, with positive effects on several levels. First of all, transparency was ensured in the entire awarding process, which increased the trust of public officials in the system. All participants had a clear insight into the criteria and procedures, which eliminated the possibility for subjective decisions or injustice in the selection of winners. Strengthening trust in institutions was another important result. As the officials saw that the system really works in a fair way, their trust in the institutions they work for increased
In the end, the new system contributed to the improvement of the overall efficiency of the public administration, because the better motivation of the officials directly affected their productivity. Officials were encouraged to constantly improve their skills and work performance, which resulted in better provision of services to citizens and more efficient achievement of public administration goals.
