Bosnia and Herzegovina

With regard to the overall policy on PAR:

  • digitalisation of services and establish a political decision-making body to steer reforms, 
  • to ensure transparent and effective use of public funds for better services, as a key element of public policy and ensuring links between policy making and the budgetary process.
  • to address fragmentation and politicisation, which hinder professionalisation of the administration and the delivery of services to the citizens. 
  • To ensure  transparency in human resource management data, by establishing functional registries and building capacities of civil service agencies in monitoring and data collection
  • To ensure implementation of the recommendations of the Ombudsman, and improved pro-active disclosure of information, across all levels, while ensuring a harmonised approach in the regulation and standards on Free Access to Information. 
  • to put all enabling conditions in place for digitalising services, by among others adopting the e-signature law and defining political and technical  leadership and developing a comprehensive e–government policy.

  • Development of strategic documents for Human Resources Development at the administrative levels: Bosnia and Herzegovina institutions, Republika Srpska entity, Brčko District (2024)
  • Capacity building of control authorities for implementing Regulatory Impact Assessment on all levels of government in Bosnia and Hercegovina (2023)
  • Establishment of a Forum of Directors in Bosnia and Herzegovina (2022)
  • Strategic document for harmonisation of HR functions in the civil service system of the Federation of Bosnia and Herzegovina entity (2022)
  • Roadmaps for software development in the area of training/learning management systems in Bosnia and Herzegovina (2022)
  • Senior Expert for Penetration Testing and Security Assessment in the Agency for Identification Documents, Registers, and Data Exchange of Bosnia and Herzegovina (2022)
  • Cyber Security tests for enhancing the cyber security in IDEEA, Bosnia and Herzegovina (2022)
  • ITIL Service Catalogue for the General Secretariat of the Government of Federation of Bosnia and Herzegovina entity (2021)
