- https://e-request.am/en – E-Request is the unified electronic system for submitting official inquiries, complaints, and freedom of information requests to state and local self-government bodies in Armenia. Operated by the Government of Armenia, this platform enables citizens and legal entities to formally address public authorities, track the status of their applications in real time, and receive legally binding responses in electronic format, thereby increasing transparency and reducing bureaucratic delays.
- https://e-draft.am – E-Draft is the official centralized platform for publishing draft legal acts, including laws, government decrees, and regulatory decisions, for public consultation and discussion. Managed under the coordination of the Government of Armenia, this system serves as a key tool for participatory governance, allowing citizens, experts, and stakeholders to review proposed legislation, submit comments and recommendations, and follow the revision process before drafts are formally adopted.
- https://hartak.am – Hartak (meaning "Platform" in Armenian) is the Unified Authentication System (UAS) for Armenia's state electronic services. It organises public services around 12 key life events, making government services more accessible, user-centred and easier to navigate. In addition, the platform enables citizens to submit proposals and recommendations to public authorities, promoting continuous public engagement and improving the responsiveness of public administration.
- https://adams.gov.am - ADAMS, the Armenia-Development Assistance Management System, is a comprehensive web-based aid information management system owned and operated by the Government of Armenia. This centralized platform serves as a repository for crucial data about development projects and overall development assistance and aid programs within Armenia.
- PROJ06 – Performance-Based Evaluation: Launched under Government Decree No. 1712-L (adopted 27 November 2025), this pilot establishes a Performance Evaluation and Performance-Based Remuneration System covering 12 ministries, 3 government committees, and the Prime Minister's Office (whose rating is derived from the average of participating bodies), led by the Prime Minister's Office/Deputy Prime Minister's Office in collaboration with the Civil Service Office and Ministry of Finance. The pilot links financial incentives to the achievement of priority activities supporting the Government Programme and sectoral strategies, using a new performance-assessment methodology; it is managed informally by a three-person team within the Deputy Prime Minister's Office rather than a designated project manager.Currently ongoing, the pilot's results are being assessed to inform the legal and institutional framework to be developed in 2026, with full rollout of performance-based remuneration across state administration planned for 2027 (target completion 31 December 2026 for this phase). Looking ahead, a whole-of-government monitoring and evaluation system could become central to this framework by helping identify priority activities, track agency progress, and ensure transparency and accountability as a defined share of remuneration shifts to performance-based assessment. - Post-Procurement Public Monitoring Mechanism: An innovative oversight mechanism that enables accredited civil society organisations to conduct post-procurement monitoring of public contracts through on-site visits to contracting authorities. The mechanism enhances public oversight, strengthens integrity and accountability in public procurement, and promotes more transparent and efficient management of public resources.
- OGP Armenia Co-Creation Model: A national multi-stakeholder co-creation mechanism that brings together public institutions, civil society organisations, international partners and other stakeholders to jointly design, implement and monitor open government reforms. The model has institutionalised collaborative policymaking, strengthened transparency, accountability and citizen participation, and serves as a platform for advancing broader public administration reforms.
- Public Councils Reform: A government-wide institutional framework for citizen participation in policymaking, established across all ministries and several other public authorities. Public Councils provide a structured platform for dialogue between public institutions, civil society organisations and other stakeholders, enabling early-stage policy discussions, improving the quality of public policies and strengthening transparency, accountability and public trust.
- Participatory Budgeting Programme: A national model for institutionalising citizen participation in local governance. Initially launched as a pilot in four municipalities, the programme has expanded to 50 municipalities and is linked to the national subvention mechanism, ensuring sustainable implementation, stronger local accountability and greater citizen ownership of community development priorities. The programme demonstrates how national policy incentives can successfully scale participatory governance across municipalities, making citizen participation an integral part of local public administration
