AI and digital transformation in government
Massive Open Online Course by the University of Oxford (Saïd Business School) and UNESCO, designed for civil servants and public sector leaders to help them use AI and digital technologies responsibly in government. The course is funded by UNESCO and is free of charge for participants.

Online, self-paced course

Duration ~12 hours of guided learning + optional extra resources

Target group: Civil servants at local, national, or regional level (policy-makers, digital/data managers, service delivery leaders, ICT/legal/compliance staff, etc.)

Languages: English and Spanish (French and Portuguese coming soon)

Cost: Free (funded by UNESCO)

Certification: Digital Certificate of Completion from the University of Oxford, Saïd Business School, in partnership with UNESCO

Participants will learn to:

  • Understand key concepts in digital transformation, AI and data governance
  • Use AI tools strategically and responsibly in public sector work
  • Assess their organisation’s digital readiness
  • Identify and mitigate ethical, human rights and inclusion risks of AI
  • Design inclusive, people-centred public services
  • Lead digital transformation with strong governance, communication and stakeholder engagement
  • Navigate legal, regulatory and cybersecurity aspects of AI in government

  • Foundations of digital transformation and AI
  • Data as a public asset (data governance, 4Ps framework)
  • Human rights and ethics of AI
  • Governance for trustworthy AI and digital systems
  • Designing inclusive, people-centred services
  • Leading digital transformation in government

The course is based on UNESCO’s Competency Framework for AI and Digital Transformation in Government and the UNESCO Data Governance Toolkit, and includes videos, case studies, quizzes, practical exercises (e.g. using ChatGPT/Gemini) and a personal action plan.
