On fundamental rights, Albania made strides in areas like LGBTIQ rights and minority protections, though challenges in property rights and freedom of expression persist. Economically, Albania is moderately prepared for developing a functioning market economy, with improvements in infrastructure, digitalization, and education, but faces challenges in competitiveness and public procurement. In the areas of the Green Agenda and sustainable connectivity, Albania is moderately prepared, making progress in energy and environmental sectors, though further alignment with EU legislation is needed. The report underscores Albania's active role in external relations, particularly its alignment with EU foreign policy and its engagement in the UN Security Council. Overall, the report states that Albania has made notable progress on its EU path but must continue addressing key challenges to ensure sustained advancement towards EU membership.
