The Principles of Public Administration were first developed in 2014 and revised in 2023 to set out in practice what a well-functioning public administration looks like. In close co-operation with the European Commission, SIGMA monitors public administration reform through a set of standard indicators based on the Principles. The data collected, analysed and validated by SIGMA since 2017, is accessible through the Principles of Public Administration Data Portal. Performance against standard benchmarks and criteria, establishing both the state of play at a point in time and the subsequent progress made towards the standards for good governance and requirements for successful European integration is analysed in SIGMA Monitoring Reports.
