Human Resources Management Information system in the Civil Services of the WB - a Technological, Functional and Data perspective, EN language

The study examines the use of Human Resources Management Information Systems (HRMIS) in the civil services of the Western Balkans across three dimensions: technology, functionality, and data availability. While software and servers are in place, integration with broader HR data ecosystems and government frameworks is limited, hindering automatic data exchange and secure authentication. Functionally, HRMIS covers essential HRM functions, but many modules, such as those for working time, training, and recruitment, are underutilized, with limited access for employees and managers. Data availability and quality are inconsistent, particularly in strategic HRM areas, complicating evidence-based decision-making and effective HRM processes.
