Survey of Personnel Managers in the Western Balkans: Serbia, EN language

This report presents the results of a survey conducted among personnel managers in Serbia as part of two ReSPA projects on Improving Merit Recruitment And Performance Appraisals. The survey was consisted of approximately 80 questions. Commissioned by the ReSPA Working Group on Human Resources Management, the focus was on the practice of human resources management in their institutions. It aimed to uncover differences in management practices within administrations, recognizing that experiences with recruitment and appraisals can vary significantly across institutions. Conducted between September and November 2018, the survey achieved a 51% cooperation rate in Serbia. The report is divided into three parts: the first covers recruitment practices, the second focuses on performance appraisal experiences, and the third provides suggestions for improving HR practices, with comments kept in local languages for use by local partners.
