Regional Comparative Analysis of Public-Sector Integrity in the Western Balkans

In recent years, Western Balkans administrations have modernised their integrity frameworks at a high pace. However, the translation of rules into measurable results remains uneven. This comparative analysis examines the legal frameworks, implementation mechanisms, and capacity-building efforts in the area of integrity across the Western Balkans region. The analysis benchmarks six integrity pillars – integrity policy (anti-corruption strategy), conflict of interest regulation, asset and interest disclosure systems, codes of ethics, whistleblower protection, and integrity training – against international standards and good practices. The analysis is intended as a resource for policymakers, practitioners, and training institutions in the region, supporting efforts to build more transparent and accountable public administrations.
