This study, conducted by ReSPA, evaluates the implementation of individual staff performance appraisal (ISPA) systems in central public administrations across ReSPA members. It focuses on how these systems are integrated into the broader managerial culture and their alignment with the OECD's Principles of Public Administration. The study reveals that actual implementation often falls short, with appraisals sometimes being treated as formalities rather than meaningful evaluations. The report offers a comparative analysis with EU countries and provides recommendations for improving the effectiveness of ISPA systems.
