Short summary | The project aims at reinforcing the multi-level governance and the harmonized implementation of human resource management and good democratic governance practices across the public administration. It will further contribute to strengthening the institutional framework and tools for the training and development of local officials and elected representatives. The project provides legal and policy advice based on Council of Europe standards and deliver capacity building programmes developed from the Toolkits of the Centre of Expertise for Good Governance. Activities draw from best European practice and are specifically adapted to the local context to address the needs of the beneficiaries and build upon the outcomes of the previous intervention “Strengthening Local Government Structures in Albania.” The outputs to be delivered by the project include:
Some of the project's accomplishments include: the Leadership Academy Programme for the local representatives and important Human Resources Management components such as Competency Framework, performance assessment, and citizen participation tools for Local Government Units; the extensive Training Needs Assessment exercise for the local level, and the modernization of the training tool for the public administration. |
