Short summary

The EU for Good Governance Technical Assistance Project remains committed to strengthening Albania’s governance framework through meaningful reforms, ensuring alignment with European standards, and fostering a transparent and efficient public sector at both central and local levels.

More concretely, the EU for Good Governance TA Project supports the Government of Albania in implementing reforms across Public Administration, Public Finance Management, Local Governance, and Anti-Corruption

Through its four key components, the project provides technical assistance at both national and local levels to improve governance, fiscal management, anti-corruption measures, and service delivery—aligning Albania with European standards and ensuring progress toward a more transparent, accountable, and effective public sector.

The purposes of this project are as follows:

  1. Capacity building for policy making and implementation including integrated and efficient planning, budgeting and coordination of policies;
  2. Capacity building to better understand and implement public internal financial control policy across all public institutions;
  3. Support to improve EU related governance and delivery of public services by central agencies and municipalities;
  4. Support to improve participatory governance and civic dialogue, including public consultation;
  5. Support to improve transparency and accountability for reform implementation, including through independent institutions.

This complementary support under the “EU for Good Governance programme” builds upon reforms that were previously supported by the Sector Reform Programmes to support Public Financial Management reform (under IPA 2014), support for Public Administration Reform (under IPA 2015) and  support to the fight against corruption (under IPA 2016).

Objectives

The overall objective of this project is to contribute to a more capable and responsive public sector towards citizens’ needs and businesses as well as to advance and respond to demands of EU integration processes.

The specific objective is to improve public administration to become more efficient, accountable, transparent, inclusive and effective at national and local level.
