Short summary

To support the achievement of the Public Administration Reform (PAR) strategic objectives, this project will assist the Ministry of Public Administration and other key national institutions by enhancing the capacities of relevant staff. The project will facilitate the sharing of best practices from the region and EU Member States and develop more effective tools to ensure the efficient implementation of the PAR Strategy and its indicators, particularly in the areas of human resources management and public service delivery.

Objectives

Building an accountable, efficient, transparent public administration, oriented towards the needs of citizens and businesses and delivering services to end users in high-quality manner. 
Specific objectives: 
- Efficient Human Resources planning system based on identified needs, merit based and improved recruitment procedures, with further HRM digitalization, is created at both central and local level; 
- High quality services (including e-services) are provided to citizens and businesses in an efficient manner by public authorities at both central and local level;
