Short summary

The project focuses on advancing human resource management and professional development in local self-government units (LGUs), building on previous reforms to ensure sustainability and long-term impact. Key activities include enhancing the legal and institutional frameworks for HR management and professional development, creating a system for networking and knowledge exchange, and improving institutional capacities. The project will also support the Ministry of Public Administration and Local Self-Government (MPALSG) and LGUs in aligning with European standards, providing capacity building and technical support for the professional development sector. The initiative aims to strengthen HRM practices, informed by monitoring and evaluation, to facilitate better policy-making at the local level.

Objectives

The project will directly contribute to the improvement of the legal and institutional framework in the areas of human resource management and professional development at the local government level.
