National PAR Monitor for Bosnia and Herzegovina: Strategy for PAR is the outcome of monitoring conducted throughout 2024 by the Foreign Policy Initiative BH. This report assesses the transparency and inclusiveness of the PAR agenda by examining two key areas: the participatory development of PAR planning documents and the involvement of CSOs in governmental PAR coordination and monitoring mechanisms. It reviews both the regulatory framework and actual practices in stakeholder engagement during policy development, as well as the degree and methods of CSO participation in PAR coordination at political and administrative levels. This report focuses primarily on 2023 and 2024, as well as the end-of-2022 developments not covered in the previous monitoring cycle. Although this report provides a comparison of findings with previous PAR Monitor editions, country scores are incomparable to the previous monitoring results due to methodological changes described above. PAR Monitor reports are based on a comprehensive methodological framework designed by the WeBER research team, combining quantitative and qualitative evidence sources.
